rolling no longer needs this since rolling uses python3.9+. I know this package is used around bootstrapping so if the dependency needs to stay until humble support is dropped just let me know and will close for now.

This package is actually no longer part of Rolling at all core: ros2/ros2#1755

EDIT: As a follow-up, we need to get it dropped from the distribution still.

It's transitioning to a distribution-independent package. In that sense, the package.xml could actually (eventually) be removed.

For this issue in general, we may want to introduce special importlib capability rosdep keys for packages which correctly perform the graceful fallbacks like this one does, which would allow newer platforms to drop the explicit package but keep it on older ones.
